On November 5, Liaocheng University held the signing ceremony of overseas high-level talents and the unveiling ceremony Sino-French joint research center of knowledge engineering and terminology. Eight experts and professors have joined our school, that is, K. Grattan, academician of the Royal Academy of Sciences; Roche, professor of Savoie University in France; Bazhanau, researcher of Belarus National Academy of Science Research of cell biology and Genetics Institute; Maria, professor of the University of Copenhagen and Dr. Kumar from India Dan Budd Technology Research Institute. This signing will help effectively implement of the strategy of strengthening the school through talents and of the internationalization of school-running.

Many guests and leaders attended the unveiling ceremony: Yi Fanping, Deputy director of State Administration of Foreign Experts Affairs, Department of Cultural and Educational Experts; Li Li, head of State Administration of Foreign Experts Affairs, Department of Cultural and Educational Experts, Exchange Division; Zhang Zhuxiu, director of Shandong Provincial Administration of Foreign Experts Affairs; Lin Jianchun, deputy director of Shandong Provincial Administration of Foreign Experts Affairs; Qian Heng, Chief Researcher of Shandong Institute of Standardization; Yang Hetong, head of International Exchange Office of Shandong Academy of Sciences; Guo Jianmin, Liaocheng Municipal Standing Committee, vice mayor. Ma Chunlin, school party secretary of Liaocheng University; Cai Xianjin, deputy secretary of the party committee, President; Wang Zhaofeng and Hu Haiquan, Standing Committee of Party committee, vice presidents; the departments related and all the school members in charge. Ma Chunlin conducted the meeting.

President Cai Xianjin delivered the welcome speech. He pointed out that excellent talents make the university prosperous and strong. Over the years, Liaocheng University has always attached great importance to cultivating talents and makes the strategy of strengthening school by talents the primary goal. With the concept that talent is more important than things, Liaocheng University has developed a shared policy for high-quality talents with Liaocheng municipal, focusing on the introduction of overseas high quality talents and teams. Today, 8 well-known experts and scholars join Liaocheng University, which is of great significance to the future development of the school. He said that Liaocheng University would do everything possible to implement the strategy of the internationalization of school-running and regard the introduction of foreign talents as a long-term task to achieve various forms of international exchanges and cooperation and make joint efforts to establish a famous brand university with regional influence.

Guo Jianmin expressed his congratulation for the participation of overseas high-level talents and the establishment of the research center. He mentioned that both Liaocheng University and the Liaocheng municipal government are trying to reach the goal of a shared cooperative and developing community between school and local enterprises and a new pattern of cooperation with Liaocheng characteristics. He also said that we should strivie to transform the city's advantages in environment into solid support for the development of Liaocheng University, and turn the talent advantage of the university into a powerful driving force in promoting the development of Liaocheng municipal to a higher position, and finally form a virtuous circle that the university would get better because of the city, and the city would be more prosperous due to the university, which would open a new chapter of the cooperation of school and local enterprises.

Yi Fanping, Zhang Zhuxiu, Guo Jianmin, together with Cai Xianjin attended the unveiling ceremony of the Sino-French joint research center of knowledge engineering and terminology, which is established by Liaocheng University and Savoie University jointly and is subordinate to the school of computing of our university.    

Cai Xianjin awarded appointment letters for the professors and scholars and signed working agreements with them.

K. Grattan said that internationalization, as noted by president Cai, is of great importance to the scientific research of any university and the expansion of their popularity. He hoped that more overseas talents could join them in promoting the development of Liaocheng University and opportunities would be given to more teachers and students to work and study abroad through mutual cooperation and exchange so as to enrich their experience and improve the research level.

As the director of the Sino-French joint research center of knowledge engineering and terminology, Roche said that research on knowledge engineering and terminology was the cornerstone of the digital world and it must, thetefore, be given due concern. In addition, Digital Humanities, the emerging field of China, should also be focused on at national and international levels.

Qian Heng pointed out that in China, standardization had become an effective tool for governing national modernization. It was not only the basic guarantee of people's lives, but also the common language of international trade. No country in the world acted like China who highly emphasized this culture in the new situation. The rich content of standardization of the Sino-French joint research center of knowledge engineering and terminology was both the contribution of the experts’ wisdom and a precious opportunity for Liaocheng University.

Zhang Zhuxiu said that universities were places for pooling talents together and important carriers of talents introduction. The success of the signing event and unveiling ceremony would vigorously promote the development of local economy and  top talents reserves. He hoped that we should take this opportunity to make the most of overseas talents in discipline construction, and meanwhile provide with them our best services. We would strive for a new step in the construction of discipline and scientific research team to provide a better service for the economic and social development of the Liaocheng municipal. Shandong Provincial Administration of Foreign Expert Affairs would fully support the policy of introducing overseas talents into Liaocheng University, smoothing the introduction channels and optimizing support so as to provide more efficient and convenient service for foreign talents coming to work in Shandong.

After the ceremony, all the guests, professors, experts and scholars visited the Research Center for Pacific Island Countries, the biopharmaceutical research center and the exhibition hall of China canal cultural relics and literature.
